The annual Seoul Queer Culture Festival was refused permission to use of its previous venue at Seoul Plaza.  In order to avoid future conflicts while respecting freedoms of speech and assembly. On June 17, 2023, the Daegu Queer Culture Festival inspired a clash between two governmental authorities. The Daegu City Hall tried to shut the festival down, claiming its planned pride parade would constitute illegal occupation of the road, while police officers confronted city hall officials on behalf of freedom of assembly. This incident underscores the critical need for clear regulations regarding public gatherings. So, what kind of regulations are needed for queer festivals? Queer festivals need legal protection to promote human rights and freedom of expression.

Regarding the Daegu authorities' justification for prohibiting the parade, the Daegu district court ruled that the degree of restriction of the merchants' property rights was less important than citizens' freedom of expression. It is essential to establish legal frameworks that both respect the rights of LGBTQ individuals and manage practical concerns, such as road use during parades. 

While there may be opposition to such parades, it is crucial to recognize that the core purpose of these parades is to foster a society that values diversity and inclusivity. Opposition should not fuel prejudice or discrimination but rather prompt a dialogue on ensuring equal rights for all. Thus, legal protections for queer parades are not just about ensuring their safe execution but also about advancing a broader societal commitment to respect and accommodation of all people. Going forward, the legal system must take a more inclusive approach to build a society where everyone's rights are respected. This is not just an issue for the LGBTQ community, but an essential step towards diversity and inclusion; a more harmonious and just society for everyone.
