Global Models for Migrant Worker Support

Migrant workers play a vital role in global economies, yet many encounter difficulties in employment, social integration, and overall well-being. To tackle these challenges, governments and organizations have developed programs aimed at protecting workers’ rights and improving working conditions. Here are four initiatives that highlight how diverse approaches can foster safer and fairer environments for migrant workers around the world.

Australia: The Fair Work Ombudsman
The Fair Work Ombudsman (FWO) is an Australian government agency established under the Fair Work Act 2009 to protect workers’ rights. Its mission is to promote cooperative, fair, and lawful workplace relations. As the national workplace relations regulator, the FWO offers free education, advice, and assistance to both workers and employers on pay, conditions, and labor laws. It also investigates misconduct such as underpayment and exploitation, helping workers recover unpaid wages when appropriate. 

Singapore: FWMOMCare 
FWMOMCare is a platform in Singapore that supports the well-being of migrant workers. This mobile application provides convenient access to assistance, services, and information. Through the app, workers can request to speak with a Ministry of Manpower (MOM) officer, report unsafe workplace practices, and seek medical care either in person or via teleconsultation. It also offers infographics about the latest advisories and enables recreation center bookings. FWMOMCare is available in six different languages, helping migrant workers stay informed and engaged, regardless of English proficiency.

Germany: Integreat
Integreat is a digital platform in Germany designed to provide newly arrived migrants and refugees with local information in multiple languages. Launched in 2015 under the project name Refguide+, this app now serves over 100 municipalities, making it the most widely used platform of its kind in the country. Integreat helps cities and districts share information both offline and online, reducing language barriers and supporting integration. By focusing on multilingual communication and supporting EU migrants, Integreat strengthens cultural understanding through digital solutions.

South Korea: Foreign Seasonal Worker Program
The Foreign Seasonal Worker Program implemented in Geochang County, South Korea, has been recognized as a national role model. By establishing direct agreements with Pura City in the Philippines, dispatching local officials, and covering airfare with payroll deductions, the county has effectively removed brokers from the migration process. Geochang has also opened the first agricultural worker dormitory in South Gyeongsang Province, which houses both seasonal workers and integrated rural workforce support centers that provide comprehensive, systematic services. By recognizing workers as partners in sustaining agriculture, the county’s system has become an exemplar for 30 institutions nationwide.
